The Bicycle and Pedestrian Program Manager is devoted to transportation system maintenance, planning, management and administration. Incumbents provide advanced journey level transportation planning and/or program administration and coordination and are considered subject matter experts with the highest level of knowledge, providing consultation to other transportation staff and to management. As assigned, incumbents may serve as lead workers, assigning work and monitoring work completion or may supervise professional, paraprofessional and/or support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

The Bicycle and Pedestrian Program Manager is primarily responsible for the planning and implementation of the City’s active transportation (bicycle, pedestrian, micromobility) infrastructure. The position is also responsible for education and outreach to the public regarding active transportation and serves as the staff liaison to the Bicycle and Pedestrian Advisory Commission (BPAC).

Duties and Responsibilities

  • Managing the City’s equitable and inclusive prioritization for new active transportation infrastructure including: sidewalks, crosswalks, bike lanes, bike parking, micro mobility (i.e. scooters).
  • Coordinating with other departments and external agencies on the prioritization, design and implementation of active transportation facilities
  • Participating in planning activities, such as areas plans and corridor plans) and advising on the City’s needs for active transportation facilities.
  • Developing and managing studies associated with active transportation infrastructure needs.
  • Engaging the public on the benefits, rules and opportunities for active transportation
  • Developing and distributing marketing materials and ensuring maintenance of the City’s website, online materials and social media associated with active transportation programs.
  • Organizing events promoting the City’s active transportation programs.
  • Conducting educational campaigns aimed at neighborhoods, schools and groups associated with improving safety for vulnerable road users.
  • Training and directing the activities of a Micro mobility Planner position.
  • Coordinating and ensuring staff support for the commission and committee activities of the Bicycle and Pedestrian Advisory Commission (BPAC).

Typical Qualifications

Education and Experience
Bachelor's Degree in urban planning or engineering with an emphasis on transportation planning and management, transportation engineering or directly related field and five years of related experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing/Certifications


  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 30 days of hire.

  • Engaging with advocacy groups and creating partnerships involving a wide range of stakeholders
  • Establishing and maintaining effective working relationships with elected officials, City employees, outside agencies, schools, businesses and the public
  • Facilitating community engagement and input
  • Enabling and empowering other staff and volunteers to work toward the objective of making the City more accommodating of active transportation.
  • Negotiation and effective oral and written communication
  • Preparation of brochures, reports, press releases, grants and educational information on active transportation.

ADA and Other Requirements:
Positions in this class typically require: fingering, talking, hearing, seeing and repetitive motions.

Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.

Working Conditions:
Work is routinely performed in an indoor, office environment.
